Cosmetic records
The aim of the Regulation (CE) number 1223/2009 Council and European Parliament, of the 30 November 2009, is to set standards for cosmetic products available on the market. Compliance with these rules helps ensure the functioning of the domestic market, but what's more important, a high level of protection for the health and safety of citizens of the European Union.
The article 3 EC No 1223/2009 states that before launching a cosmetic product on the market, should be safe for human health during its intended use. Factors that would support product safety would include its submission with respect to the 87/357 / Eec, labeling and instructions for use and disposal. In addition, the information provided through the representative of the designated manufacturer is also accounted for, referred to as the "responsible person" under the article 4 of the regulation. The person responsible is responsible for ensuring that the cosmetic product complies with the standards set out in the No. 1223/2009 EC.
Before placing a cosmetic product on the market, the person responsible must demonstrate compliance with the Article 3. This is achieved through the conduct of a safety assessment based on relevant product information and by providing a cosmetic product safety report that is in accordance with EC Annex I No. 1223/2009.
Cosmetic products
Any substance or mixture intended to be put into contact with the surface parts of the human body (epidermis, hairy and capillary system, Nails, external genital lips and organs) or with teeth and oral mucous membranes, for the sole or primary purpose of cleaning them, perfume them, modify its appearance, Protect, keep them in good condition or correct body odors.
COMPOSED/PREPARED: The product must be a:

PLACE OF APPLICATION: This product must be intended to be in contact with:
- external arts of the human body
- epidermis
- Hairy and capillary system
- Nails
- lips
- External genital organs
- teeth
- Oral mucous membranes
The end: The end of the product must be exclusively or principally that of:
- clean
- perfume
- Modify to appearance
- protect
- Keep in good condition
- Correcting body odors
Cosmetics can be classified according to many parameters, as might be their presentation, active substances or function, or its use.
